The numbers derive from counting women that actively sought help at government counseling centers. We expect that there would not be many false complaints, but a large percentage of unreported cases.

In the year 2008, 3443 women sought help at counseling centers, because they were under the threat of forced marriage or actually forced to marry.

The casualty figures are much higher than previous estimates: The NGO Terre des Femmes was previously assumed, turn that in Germany every year more than a thousand women and girls from immigrant families go to counseling because of forced marriages.

For the new comprehensive study 1445 counseling centers were contacted. 830 of them reported back. The results also shed light on origin, age and history of the victims. Thus, every third person concerned in connection with the forced marriage is threatened with death. The vast majority of victims of forced marriages are from Muslim parents’ homes – 83.4 percent. According to the "Süddeutsche Zeitung" nearly two-thirds of the recorded cases are from families characterized as very religious.

Many have experienced extreme brutality

Almost all concerned come from immigrant families, but a third of girls and women who were forced into a marriage were born in Germany [probably to immigrant families (human-stupidity]) according to the survey. 23 percent were born in Turkey.  Turkey was the most frequent country of origin, followed by Serbia, Kosovo, Montenegro and Iraq.

Our human rights laws were not made for Somali pirates. Our human rights laws are well intended, but often ineffective. Howard didn’t tell the whole squalid story. He didn’t mention the evidence of staff involvement with the gang that made his efforts to seek protection even dicier. He didn’t go into how, once he finally started "naming names," as prison investigators demanded, they accused him of crying rape to cover up his own criminal activities. He barely referred to his last day as a Colorado prisoner, when, he says, he was put in a cell with one of the gang leaders and sexually assaulted again. Despite being a bare summary, the statement was still graphic — and powerful. At times his voice choked up, but Howard kept reading.

Human-Stupidity Analysis

Prison rape is comparable to being locked for years in Mr. Fritzl’s rape dungeon. Years under the power of rapists with nowhere to escape. Prison rape is aggravated because

• the victim is under the threat of violence and repeated rape for hours, days, weeks, months, and years. No escape possible
• At all times, while sleeping, while in the shower. The threat is always there

Clearly double standards for female and male rape victims

• The slightest perceived power potential makes totally consensual male on female sex "rape". If he is the boss, if she is slightly incapacitated, if she is an adolescent minor, any slightest power differential makes consensual sex rape. What about being a young cute artistic non-fighting white boy in a prison dominated by black and hispanic gangs of tough boys. That automatically should make any consensual sex act "rape"
• As a possible solution: Human-Stupidity would suggest that in such cases a counselling session followed by a notarized declaration would be necessary to declare that sex is voluntary. Human-Stupidity has been proposing such a declaration to avoid potential victimization and thus rape charges in many of the teacher-student, boss-secretary, or adult-adolescent consensual sex relationship. This is just to show potential alternatives to the way things are handled now. It certainly deserves further analysis.

"We do have to have names," Clarkson wrote. "We cannot keep you away from all 211 members. We do not place inmates in administrative segregation to protect them from other inmates, so that is not an option, either."

But naming names, Howard insisted, would only expose him to more trouble. [...]

Howard understood. "My family had never done anything to anybody," he says. "To know they could reach out and touch my parents — that was a big move on their part."[...]

"Even after naming all the names, they just sent me back to my cell," Howard says now. "I told a captain these people were going to kill me if I didn’t come up with $300,000 by March. Her response was, ‘Let’s see what happens in March.’"

Reluctantly, it seems, administrators made note of Howard’s "custody issues," listing a couple dozen inmates he should not be housed with, and shipped him off to the Arkansas Valley Correctional Facility. He stayed there for several months, filing a blizzard of grievances and complaining about sightings of gang members who might retaliate against him. One grievance challenged DOC’s unwritten rule of making cell assignments by race; Howard figured he would be better off with a Hispanic or African-American cellie than a white one who might be in touch with the 211 Crew.

But word of his snitching at Sterling eventually drifted into Arkansas Valley, and Howard was transferred again. This time he was sent to one of the most violent prisons in the state.

"I was sent to Limon, God knows why," he says. "It was already all over the compound that 211 was going to kill me."

He was at Buena Vista only a few days when a 211 member from Sterling who’d been directly involved in the threats against Howard was moved into the same unit. That night he was subjected to a torrent of screams and taunts from neighboring cells. "They were calling me a snitch and a whore and a fag," he says. "They were making arrangements to sell me to the black dudes on the tier. The officer station is right there. They could hear it, but they didn’t react at all."

This advice makes us cringe: as honest, law abiding citizens, we want to cooperate with law enforcement, so they can track down violent dangerous criminals and terrorists. But collaboration with police endangers our own safety and gets us into jail?

A law abiding honest citizen has to avoid talking to police? Must refrain from helping police work? The good citizen has to make it harder for police to find the real criminals by refusing to cooperate!  Why can’t an honest citizen collaborate with police, so they can find criminals and terrorists?

What is wrong here?  In the “Don’t talk to Cops #1″ video, a law school professor explains, that even a hard core criminal lawyer could get himself trouble, if he talked to police. There are so many laws. You might be found a felon for possessing a lobster that was packed in violation of Native Indian reservation law, or Honduran Law.

Never talk to a tax official. It is impossible, not to be in violation of one of the millions of articles of tax law. in “Don’t talk to Cops #2″, a policeman explains: if he follows a car, he is certain that pretty soon he can nail the driver for some traffic violation. If the honest normal citizen cannot collaborate with police, cannot help police to make their work easier, something is wrong. Or am I the only one thinking this way?

• ceasing to prosecute victimless crimes, like drug use and sex between consenting adults;
• eliminating prosecutorial immunity for corrupt or excessive prosecution;
• enforcing constitutional protections such as “the presumption of innocence”; and
• making all courts, including family courts, transparent.

The beating last month of a 15-year-old girl in the transit tunnel at Westlake Center as security personnel watched without intervening is prompting a review of King County Metro’s policies for its unarmed guards.

The incident — which was partially captured on surveillance video — happened about 7:15 p.m. Jan. 28 and involved a large group of teens and young adults, according to the King County Sheriff’s Office. Another 15-year-old girl is allegedly the one who can be seen on the video assaulting the victim, kicking her head several times while she is on the pavement.

Two security guards stand over the victim while she’s being pummeled and do not intervene. At one point in the video, one guard is seen raising his arm toward the assailant, who ignores him.

Topic 1: human rights of criminals

If the guards interfered and hurt a thug, they would stand accused of hurting the perpetrator. The guard could face dismissal, ruinously expensive lawsuits, jail.  It is safer for the guards not to interfere. And this is what the official security company policy is.

Government officials, celebrities and ordinary citizens from around the world have joined international human-rights organizations in a growing campaign against the stoning sentence given to Ms. Mohammadi Ashtiani. She was first convicted on May 15, 2006, of having an “illicit relationship” with two men, for which she received 99 lashes. At a subsequent trial of a man accused of murdering her husband, Ms. Mohammadi Ashtiani was charged with “adultery while being married”. Sakineh Mohammadi Ashtiani is a repeat offender. Already got 99 lashes for “illicit relationship” with two men, and then committed “adultery while being married”. “Others attack the sentence because they’re opposed to any form of capital punishment,” he added. “That’s a more common international sentiment.”

1. What is the logic behind heavy penalties for illicit sexual relationships and adultery?
   In antiquity, When the Bible and the Koran were written, there were no birth control nor genetic paternity tests. Drakonian laws against adultery and pre-marital sex gave men sufficient trust that they were investing their life’s work and effort in their own offspring and not someone elses kid.
   The Koran and the Bible were right, in their times: such laws could contribute to stability of family and society.  Religious dogma and zealotism, unfortunately, prevent any rational modern re-analysis of these topics in the face of birth control and DNA testing.
2. Should people get heavy penalties for illicit sexual relationships and adultery?
   Looking at things from a more rational point of view, I believe there is strong enough motive to prohibit people from having fun and enjoy their sexuality. Emphasis should be on birth control and disease prevention. Interestingly, protests are about stoning, not about being punished with death for adultery. Life in prison for adultery should be ok then?
   Interestingly, there are no strong protests about the 99 lashes for sexual relationships and severe punishment for adultery. Sure, who are we, in Western countries, who give Genarlow Wilson a 10 year jail sentence for having oral sex with a girl 2 years younger then him (see more drakonian punishments in the section about teenage sexuality)
3. Punishment for Aultery?
   If someone enters a marriage contract and swears sexual faithgulness, maybe s/he should be punished for breach of contract. Of course, the problem is that there is no freedom to negotiate the conditions of a marriage contract. Maybe marriage should be negotiable, with open free marriage being an option.
4. Are stoning and death penalty legitimate?
   Maybe we need stricter laws for real heinous crimes by incurable repeat offenders such as violent hooligans, street gangs, bullies who clearly damage their victims and instill insecurity in society. Maybe such people should be executed. Maybe stoning would be very appropriate.

I am aware that there are claims that Sakineh Mohammadi Ashtiani committed other unnamed crimes, but even if this were so, other people suffer similar accusations and punishments.

According to one site, Roozonline, popular with ex-patriot Iranian journalists, there are as many as 15 people convicted of adultery in the same Tabriz courts. They are said to be in danger of receiving the same sentence as Ms. Mohammadi Ashtiani.

Human Rights seems to be mainly concerned with protecting criminals. People who are wrong. You don’t resist a police officer. You don’t shove a police officer. First you put yourself outside of the law, and then you look for protection of the law.

How does a police officer arrest 2 unruly women? If he maced and tasered them, that would be ok? He has to do a profound analysis, if the girls will escalate? How does he know if more people will interfere? Or if one woman has fighting skills, weapons? So a police officer has to take risks to protect the human rights of girls that are clearly wrong and that attack him!?

Interestingly, dictatorships do not have major crime problems. Nor do Brazilian shanty towns dominated by criminal gangs, or cities controlled by the mafia. Most smaller criminals can get subdued by rigorous law and order.

King explained his decision to flee–at a speed exceeding 110 mph–from CHP officers as resulting from a fear that his arrest for speeding would lead to a revocation of his parole and a return to prison: “I was scared of going back to prison and I just kind of thought the problem would just go away.” Sergeant Stacey Koon, the supervising officer at King’s arrest, concluded (correctly, it turned out) from King’s “buffed out appearance” that he was most likely an ex-con who had been working out on prison weights–and assumed therefore that he was a dangerous character. Finally, it was King’s criminal history that explained the decision of prosecutors to keep him off the witness stand. Why were the cops beating Rodney King? The politically correct answer is: Because he was black. But so were the other men in the car with him, when he was leading the police on a high-speed chase — and none of these other black men was beaten. What was the difference? Anyone who knows anything about police procedures, even if only from watching TV programs like “Cops,” knows that the police often order suspects to lie face down on the ground while they handcuff them behind their backs when they arrest them. That is what the police ordered Rodney King to do. But instead he shook his behind at the cops. They tried to wrestle him down but he was too big and strong for them. They fired electrified darts into him that were supposed to immobilize him, but that didn’t get the job done either. Twice he got up and advanced on the cops. At that point, they had not had a chance to search him and had no way of knowing whether he was armed or not. Arresting a huge, strong, and defiant man is something that most people have — fortunately — never had to do. You might think that this would make observers reluctant to second-guess whatever desperate measures were taken in this situation. But for some people, ignorance simply liberates them from the narrow confines of facts. Even after Rodney King was finally gotten down on the ground, he would not turn face down with his hands behind him, so that the police could handcuff him and search him. In the edited selection of videotape that shocked so many people, Rodney King was still not complying with these instructions. He was trying to ward off the blows — and to get back up — which would have posed a danger both to the cops and to himself. Somali pirates

Elsewhere I had mentioned, that Somali pirates, who were arrested robbing international ships, gain political asylum in European Countries with the rights to bring their families. How come, normal law abiding Somalis don’t get invited to have a new life in Europe?

It is more honest to legalize corporal punishment in jail (a big taboo) , then furtively,unconsciously introduce corporal punishment in the form of tolerated or even encouraged prison rape.

We are unconscious vigilantes, self deceived "non-violent humanists".

By condoning, ignoring, and not actively combating prison rape, we have indirectly and furtively introduced corporal punishment (rape) and death penalty (HIV through prison rape). Self Deception & Unconsciousness overcome a politically-correct-taboo of non-violence and human rights& dignity for bandits.

My suggestion is to be honest, and to officially and consciously legalize what we have been doing unconsciously.

1. Flogging and Caning is more humane and just then Prison Rape.
2. Prison rape is tolerated because people think criminals "deserve" it
3. So I propose to be honest and give people what they deserve in a more controlled and correct way.
4. Singapore and Saudi Arabia may teach how to implement corporal punishment

Prison Rape: frequent, traumatic, unjust! "Morally justified" because criminals "deserve it"?

There are more men raped in the US then women (because prision rape is very frequent) Prison rape usually is not a one time event, but often year long sex slavery, multiple hour long gang rape: No escape: male rape in U.S. prisons (370 page online book)  Comparable only to famous sex cases like Fritzl, who locked up their victims for years. Still, no reaction by feminist who instead worry that consensual sex with a 17 year old is rape and that expensive luxury prostitutes are victims of rape. The government locks up people, it is responsible for their safety. On top of psychological trauma, victims are at serious danger of getting AIDS and other STD

Keep in mind that many experts consider county and local jails to be more likely places for rapes than prisons. There is a reason for this. You are more likely to be raped while in prison if: You are young. You come from a middle-class background. You are white. You are not street smart or have no gang affiliations. Physically you are of small stature.      By the time repeat or career criminals get to prison they have normally made the circuit through foster homes, juvenile lockups and reform schools where rape is very common. The wrong people get prison-raped

1. The taboo: official revenge against criminals and corporal punishment is a no-no 
   
2. The secret unconscious taboo motive for being quiet about prison rape: the subconscious, but often outspoken attitude: "the felons deserve to be raped".
   
3. The wrong people get raped: The problem is that the hard core gang felons normally rape and sexually enslave those convicted of minor crime., An inversion of the vigilante attitude: those that most "deserve to be raped" are the rapists:the hard core violent gang criminals that deserve extra punishment. The rape victims are
   • the non-violent criminals least deserving of extra punishment. And,
   • convicted "rapists" are singled out to be raped by "real men", "real criminals". Nowadays, most convicted "rapists" are victims of feminist witch hunts. Under inversion of the burden of proof ("guilty until proven innocent") get jailed for consensual underage sex, alleged unproven date rape, marital rape, inappropriate fondling of minors, or simply false vengeful accusations.

So the unconscious unspoken attitude is that some people deserve to be raped, ought to receive corporal punishment. So why not start consciously doling out corporal punishment to those that "deserve it", but

• observing due process
• punishing the right people who deserve it
• not causing a public health menace with STD and AIDS

Whipping: a more humane punishment then rape

1. flogging and caning is more humane then rape
2. Flogging saves a lot of cash compared to locking offenders up in prisons for months and years
3. Whipping is a deterrent. Jail is "coming home" for many gang members who will live among their gang friends with their personal sex slaves.

Will I start a campaign to introduce corporal punishment? No! My purpose is to raise awareness and consciousness through provocation.

2. access to third world cheap labor.

There will be no democracy, voting is with feet: if you like the system you can go there. If you don’t like it, don’t go there.

1. Very creative idea countering conventional human stupidity.
   • countering the anti-colonialism dogma: poor nations have proven already that they cannot get efficient administration. So an efficient administration bound by British, Canadian, German law is being provided
   • countering the “democracy dogma”: inhabitans of the charter cites do not vote, they can vote with their feet only to come or to leave. Democracy in poor third world nations has shown to be rife with populism and voting for corrupt politicians.

2. There still are stupidities in Romer’s suggestion. Devil’s Advocate thinks Romer is optimistic in several points or does not dare to face certain facts.
   • colonial powers in the past were world powers without qualms to use their might.
     • Most third world nations would not tolerate a successful rich foreign city on their soil for 99 years. Either a populist president would invade it, or use threats to get concessions. Or
     • it could not be defended against marauding gangs Somali Style, or
     • invasion by the poorest of the poor with no skills, slum style.
     • Romer’s suggestion to use toothless nations like Canada or Germany might backfire. Cuba is more likely to respect Guantanamo in US hands then governed by Canada. Of course, even a world power might not  be willing to militarily defend a charter city that does not bring power,status or exploitation profits like original colonies
   • Modern democracies’ laws might not be a viable example. Modern democracies are rife with welfare freeloaders, criminals exploiting human rights, unskilled immigration overload etc. Devil’s Advocate enjoyed the suggestion of a Spiegel reader to allow China to set up a Charter City in Germany.
   • I barely dare to mention racial differences because now I lose 95% of my readers who subscribe to the unproven but firmly defended credo that “all races are equal”, or worse, “races don’t exist”.  All successful examples like Hong Kong were in Asia, with highly intelligent and socially well behaved Asians. Respectable research (discredited by political correctness) on racial differences shows that Asians are most intelligent, closely follwed by whites, and, unfortunately blacks trailing. So a model like this might have serious difficulties in Africa, especially if these intrinsic problems of genetic propensity to lower intelligence, less respect for order and more violence are not taken into consideration. This was pointed out by Nobel Prize winner James Watson who got shunned for telling scientific truth. I believe that the Paul Romer’s model can be successfully applied to Africa, but chances for success are greater when the model is based on scientific truth and not on well meant fiction.
